I am an administrator on a small, new Minecraft server. Our administration team has a "Manager". However, it seems that he is unwilling to do any jobs. From plugin configuration or even simply installation to a small map editing task, most of the time, he replies with "im busy", "playing with friends", "not right now", etc.. Every once in a while, he would edit the server without prior notifications for unnecessary changes so he could look like he did something, resulting in a very messy (almost dangerous) state that takes a considerable amount of time for me to clean up. Moreover, he does not seem to want to take part in improving and growing the server. He has explicitly declared that he has no plans in expanding the player base.
Apparently, the Manager is a close friend of the server owner. So, it is very difficult -- if not impossible -- to "remove" him from the team. To make matters even more complicated, the Manager was one of the server founders. I have complained to the owner multiple times, and the owner seems to be concerned as well, but despite the efforts put into urging and encouraging the manager to take responsibility and do his job, no apparent changes can be seen.
I am often annoyed by the repeated server files and plugin config clean up, as well as his indifferent attitude. Server crashes or serious bugs have been caused due to the incorrectly handled files. Both the owner and I would like to improve the server. But it seems that both the "removal" or "encouragement" methods are useless.
What can I do to push the server to move on and grow?
Edit: I am not exactly sure if this question is considered on-topic in this site, I apologize if it is not.
